Been meaning to do this mod for awhile now, this week its getting done and i'll report my findings. Mine's going to a 140 for my 03. Can't wait. Cookie(Scott) got a great writeup on the mod.
i got mine at mouser.com. i only had to buy one at a time but shipping was way more than the resestior. still seven bucks for every makes this mod well worth it.

If it's the 110v IDM, it takes the 75.0k ohm resistor. If it's the 120v, it takes the 73.2k ohm resistor. IIRC, the late '99 should be a 120v. Only way to be sure is look at the tag on harness socket of the IDM.
Possible free resistors.......I have boxes of resistors in storage, and I mean thousands.....I will look next time I'm out where they're stored, and if I have any in the range needed, I'll be happy to pass them out........may take a while to get to them........perhaps this weekend, IF.
If government is the answer, it must have been a really stupid question.
thinking of doing this, is there any down side to this mod. What happens if you need to take it to a shop? the up sides are better response,better mileage, more power?
Josh, I think your ok with shop worries, it just cranks the voltage up a bit for the injectors to get a faster shots of fuel giving better pedal action, better power, some reported better idling. I'll report back after my 140 idm mod..
