First remove the center grill insert.
I am going up to look at mine to see if you can see the cable end with the grill removed.
I know there is a guard plate that makes it impossible with the grill installed.
OK with the grill insert removed right under the latch you can see the cable coming down from the drivers side and going behind the guard plate.
On the bottom of the guard plate on the passenger side, there is an opening (crack between the metal bottom and side plates) that you can just see the cable end where it attaches to the actuator arm.
With a skinny screw driver, you can push the arm up and to the driver side, opening the latch as though you were pulling the cable.

ok i tried taking the grille out, well it has 2 screws in the top corners and two thing in the bottom were it look like a tab slides in and it holds somehow idk, but you turn the screws but they dont move no were no matter how much you turn them
if it is ;like my 87 as dave said it should put your fingers through the grill and hold the back of the screws... they are just the plastic screws with the "sheet rock anchor" type locking system. those 4 in the corners hold it, BUT there are i think 2-4 of them under the hood that hold them also through the plastic mold piece that runs the front of the truck. the ones under the hood, i am sure you can get replacements from a parts house, would be no problem to snap off if need be. And yes you can see part of the cable through there also. I think on mine i had enough room see between condensor and body. if not you should be able to see it from the ground.
right next to the latch, there is only about 2 inches of cable left and i clamp on with vise grips, but the hood is in a bind and that is why the cable broke i guess my dad broke it i wasnt home i dont knoe how he accomplished this great thing that happened

If you click the link to LMC above, top of the page is the 89 model.
You only have to remove part 1, 2 or 3 depending on which finish the grill has.
The screws under the hood should only have to come out to remove the grill header.
And if those anchors are what they look like, they will probably be a pain to remove.
They look like plastic molly bolts used in drywall just like Jim said.
Be careful prying, the grill tends to be rather brittle and will probably break first.

There are four of plastic screws in the top just under the hood in front. These can be pryed out with a screwdriver from outside. then there is also two srews in the top corners of the grille. After that you have to release the clips that hold the grille in, there is one in each corner. They are not too hard to get out. It took me away to figure it all out last fall when I pulled the whole assy out of mine to get the core support out when I changed it to put the 6.9 in my bronco. Good luck.
