I got the truck back from the dealer and they did fix it under the diesel warranty. They not only replaced the ICP, but the pressure regulator as well.
It all works fine now. Thanks for all of the input and feedback.

The 7.3 and the 6.0 are two completely different engine, thee is no way to compare one's problem to an other.
The most common idle jumping cause is ICP sensor, but most likely on 03-04 trucks, but it doesn't mean you cant have the same problem on an 06. Try to pull some trouble codes, it will help a lot. It does seem like you have some kind of sensor problem, so you should have a code....
My 6.0 started surging out of know here, usually only around 100 Rpms, but after wot it surges a bit more
