Left Power Point on 99 Expy

Left Power Point on 99 Expy
Is the left power point slot on the expedition suppose to be active (i.e you can plug a cell phone charger, etc. in it)? On my 99, the right one works but the left one doesn't. I wasn't sure if the left one was for plugging in a engine code reader or something.

I thought so too, but I don't think mine has ever worked. I guess it could be a fuse. On mine, it seems like the left and right plugs are labeled different. The left one is labeled power point and the right one has some kind of symbol under it.
