Hooking up P3

Hooking up P3
I ordered a P3 brake controller with the quick connect. Plug it in no power. So then I find where it appears someone has cut or took apart some wires. Blue,red,black,white so I hardwire the controller to those still nothing. Can somebody point me in the direction of my problem please. I dont really know if a fuse is missing somewhere or anything like that.

Hacked up wires are tough to trouble shoot over the net.
