Where does the horn wire come out and go to? By the rag joint? The PO replaced the rag joint and didn't hook the horn back up. I don't see a wire anywhere.
The horn wire is part of the steering column wiring harness. It runs from the horn relay on the inner fender to the button on the steering wheel. When you depress the horn button it grounds the horn wire to the steering column shaft.
If the PO replace the rag joint and damaged or the conductor wire that bridges the rubber rag joint, the shaft won't provide a ground. Take a vice grip or clamp and temporarily clamp it across the rag joint ensuring a good electrical connection, if the horn works you'll know thats your problem.
Just an FYI, if your truck is a 78-79 and does not have cruise control, it won't have a horn relay. In this case the horn pad closes the hot circuit, which is backwards of the relay setup.
