lost my high idle

it always RPMed up when cold started.would run up to 800-850 rpms touch the pedel and it would idle down to normal.now starts and runs at 600rpms.

what happened

I just bought a 05 cc 250.(had two weeks) New to diesel. What should the warm idle be mine is 800 always, starts and stays actually pulls a little at a stop if u let up on brake it want to go. It has also had the cat removed.
