I would fix the tailgate, replace the lights, add fog lights in this order. Please don't get the cheapo tuner style for lights though.
Then I might consider a brushgaurd depending on the truck.
I would not get a billet grille unless it is for an 80-86. The billet grilles for 87-91 and 92-96 look like crap, because they don't have the trim surrounding them. It just looks incomplete.
