Automatic Transmission Modulator Valves

I have a 67 F250 with a Cruise-o-matic tranny. When cold it sticks from 2 to 3 and when I put in reverse the truck drops like it is engaging, but whe I let off the brake it does not roll out of my driveway. If I give it gas, it revs then engages in peel-out mode (posi). The only way I can eliminate this in reverse is to hold the brake on while I rev it a few times, then is idles down out of my drive way and does not peel out.

Would replacing the modulator valve solve this? Can I just swap out the old for the new, or will I need to do a bunch of other stuff too? Thanks

The modulator won't have any effect on the reverse problem, but it might fix the 2-3 upshift. Not to sound like a dummy, but that is a the way a tranny will act when it is low on fluid.:-)
