Road Runner high speed
Well at least it was high speed until the utility work started down by the highway.
Right now page loads are slower than it was when I was on dialup, but at least they are loading.

Lines overhead or in ground?
Rain, Construction work ... Sounds like wet lines.
Hopefully they replace them when they are done or you will continue to have sporadic issues that change with weather conditions.
