power steering issues

I currently have an 89 f150 4x4 300 I6. it has 33 inch tires. I noticed the power steering pump is always soaked and I have to top the fluid up every 3 or 4 days. I have come to find out that when I turn the wheels it actually is forcing the fluid back out the fill/check cap. the cap is on right I was wondering if this is a sign of powersteering pump failure or if it might be something else.

Are you turning the wheels with the engine off?
Any time I crank the wheel with the engine off, mine pukes fluid out. That is the only time it will loose fluid.

well it does it then but it seems to be doing it while running too and I go through a liter of fluid every couple days.

I trust that you aren't overfilling the reservoir?

nope not overfilling at all. the hoses are soaked too I have some spare hoses I am going to put on too I am not sure if the ones on there are leaking or not because the fluid is spurting out the cap so the hoses may be wet due to that.
