Brazing patches ???

Yes, mig welded typically or glued with some of the newer adhesive products made for that purpose. I would avoid brazing as the extra heat needed to create the melting point for the rods will also likely warp the panels...don't ask me how I know... 
Tack welds evenly spaced with each weld being allowed to cool and alternate from different spots on the patch to prevent warping. Keep doing this until it is all welded up.
Yes Paint will still stick to the brass.
