I have had this problem for a while now but am just now looking to fix it. I can't fold the side mirrors in on my 95 f150 supercab and don't want to break them trying to force them. I don't really want to replace them either as i'm a little short on cash lately. I tried to take the bottom bolt out and lift them up a little but that didn't work. tried using blaster and lithium grease to lube them up a little and that didn't work either. I can't get the truck in my back yard if I can't fold in the mirrors and would really like to get it back there before I take the front end apart. Any suggestions would be appreciated, thanks.
Is there any kind of chemical or lube he can use to get the mirrors unstuck? What about Penitrating oil like PB?

Yes. PB Blaster, Liquid Wrench, Kroil, etc. and a wire brush to eat away the rust.
Any weather-resistant grease will work; the same kind you use to lube the doors with white grease will be fine. Do this annually or each season, whichever you prefer.
I'd take the mirror apart and see how bad it is, and reassemble with grease to keep things moving. Some times they are just rusted beyond repair.
