F-350 Superduty Trailer Brake Controller

I have a '05 350 dually with factory TBC. Question is: with trailer connected, transmission in drive, foot applying brake pedal, trailer brake controller lever squeezed, should truck now be able to move when I take my foot off on the brake pedal?
Or does the vehicle have to be travelling 20+mph before the TBC applies brakes on trailer? (Adjusting Gain, per Manual.)
