4 wheel problems

I've been using the electronic switch inside to move to and from 2 4h & 4l, with no problems in the past. Today I noticed the 4h will work sometimes. After further investigation all the vacum hoses seem to be good at the front wheels. i haven't had a chance to follow thos up into the engine bay, how ever I did notice a hose running to the front diff. This hose seems to be cut. What is it for, and could it be part of the 4 wheel problem we are having?

Don't know of a line that runs to the front diff. I will have to go look.
