Sounds like the throttle butterfly has become detatched fron the spindle.
With engine off look down the throttle body and move the throttle cable lever and check that the butterfly moves from closed to open with the lever.

Does it stay at high rpms at all times, even when driving? If so it is most likely the plentium gasket gone bad. my 92 5.0, did the same thing and it turned out to be the gasket went bad. I cost around 400 to replace it at a shop.

Spray some starting fluid or carb cleaner around the gasket areas, and if you hear the engine pick up more rpm then you've found your leak.
