Ball joints????

I've got a strange problem with my 97, the steering is getting harder to turn. Sitting still with the brakes on the tires will only turn a few cranks before getting too tight to turn. Let of the brakes it it goes free again. Jack up the front end and no problem at all. Nice and smooth. No difference with the hubs locked or free.
Figuring a weak PS pump I changed the pump with no change. Ball joints were changed about 20k ago by the PO, take grease well and don't have any play. Any ideas???

Ok, went out between rain showers and as long as one side is up in the air everything works smooth. But as soon as both sides are on the ground the steering gets tight again.

Is your truck a hydro boost or regular vaccume booster? I've seen the hydroboost cause this before is why I'm asking. If I remember right it was the accumulator on it went bad but you had to get the whole unit to replace it. This was at a GM dealer I ran into that problem a lot but it's almost the same system.
