trailer brakes
Have someone near a wheel when you put power to the blue wire and see if they can hear the brakes go on.

I have a 99.5 F350 and I bought the wiring diagram manual for my truck. I do not think the wire color codes have changed much from the year your truck was built and mine.
Mil1ion is correct, the blue wire (called dark blue in the manual) is for the trailer brakes. On my truck it is a heavy wire for the current pulled by the brakes. The red wire is for the trailer battery feed. Where, the truck's electrical system will charge your deep-cycle battries on your trailer while your in tow. The red wire is also a heavy gauge as well.
