An advantage of a receiver type hitch, vs a bumper hitch, is that various height offset drawbars are available to adjust the height of the hitch bar for the trailer.
I think the whole classification system has been scewed over the years. I currently have a class III hitch that is rated at 6000 with a regular hitch and 10,000 with a weight distributing hitch. It seems like the class systems are used by some companies to differentiate the size of the receiver.
I would never recommend towing with a bumper hitch.
