Changing fuel filter
The fuel pressure can be bled off just by letting it sit overnite or so. Or you could go to the fuel rails and release the pressure thru the valves there, but you may get some spray. I usually let it sit on a weekend and do it after a day or two.
In ALL cases have an extinguisher handy so your partner can put you out if worse comes to worse. All it takes is a stray spark including static.
On my 94 F250, the filter is located on the right side/passenger frame. It can be a beach to get enough leverage with your hands, so paitience and a lot of squirming may be needed. I think I use a flat head screw driver for leverage, but be careful about denting the filter.
The fuel filter tool is usually sold in sets. They look like fat plastic Poker Chips with a hole in the middle and a collar around the hole. They slide under the filter collar to release the spring loaded lock. I don't think you can easily remove the filter without one of these tools. They are cheap. I paid something like $5 10 years back for my set.
Have a drain pan handy, and said extinguisher, and release one of the filter locks and let any gas dribble into the pan. Release the other lock and either plug the hose with a bolt or something or aim it upwards to minimize leakage. When doing my truck, I get maybe a cup of gas dribbling into the pan.
Putting the new filter in can be a pain due to the mentioned tight space. Hard to get enough pressure on things to push the hose back into the new filter. Also some filters(maybe all?) are fairly thin skinned so they will dent if you force them too much.
Maybe a 15 minute job if you can get leverage. Half an hour if to have to work hard at it.
Good Luck,
Jim Henderson
i let the pressure go down by leaving the truck sit overnight and did the filter removal that afternoon.

here is one for a F150, pretty much the same process as for your 250 though.
and if you a visual person here is a video from youtube when they changed one of a E350 i believe...

hope this helps you out.
After getting the new filter in turn the key to run (not start) a couple times to get the fuel pressure up before cranking or you will crank for a long time for no good reason. You can hear the fuel pump change tone clearly when it gets up to pressure.
