On a lot of vehicles that seems to mean that the airbag isn't working.
Generally related to the'clockspring' in the steering wheel. More than one make/model has had recalls or TSBs describing the situation.
You might want to check for Ford TSBs relating to this symptom. Some nice person on this site may be able to help you with that.

At the top of the page there is a gray menu bar with a section headed "RECALLs/TSBs". I'm almost certain that the light will flash right after start-up to give a code when there is a problem in the system. It will then remain steady on after the sequence has flashed three times.
