Sander Brand and Size?

What would be a good brand and size sander to use when sanding a slightly surface rusted frame?

That's a tough one becuase of the small areas that you'll need to get into. If it's just on the outside and you have fair access to it, I'd go for the 4" Makita palm held for about $45. This is a lighter duty setup when compared to some of the more agressive sanders (belt, disk...) but is capable of giving a good finish and you can get good agressive paper if you need to. It also has the dust bag build in with vac hole puncher included to keep down the dust.

Overall it works very well, but if your going to get into all the small area of the frame, you'll be wanting a sandblaster.

Some advice, If you are preping the frame for painting, most sanding will do more harm than other types of prep work. Sanding usually leaves closed up pors on the metal, whereas sand blasting opens up the pors. Open pors have a big impact on the ability of the paint to grab on, most call this 'tooth'

If you don't have enough tooth, the paint just won't stick as well. Buy the Makita either way, it's great for all kinds of at home stuff.
