Fog Lights

Well one of my fog lights went out about a month ago. It was one that kept getting water in it. This time there is no water in the lense. Everything looks like its sealed good. But when I got my truck back I noticed the other fog light dont work. So I pulled them out and they look good. The bulbs look like they are brand new. No burn marks on it, glass isnt white its still clear. So I thought maybe it was a fuse but I took my electrical tester and the light on the tester light on both of them. I dont know where to go from here. Should I try new bulbs?
