I have a 96 f150 5.0/e4od without cruise. I got the whole steering column and the black box under the hood with the cable that hooks to the throttle body off of a 95 f150 5.0/e4od. The box plugs right in to my 96. Is this all I need to put cruise in my truck?

I really don't know. Never done it.
But, there should be some sort of switch on the brake pedal to turn it off. (And, of course, the fuse in the panel.)
Come on, really? You seriously haven't heard about the infamous spontaneous combustion from faulty cruise wiring in 90s Ford vehicles? That's why I'm keeping mine cruise free!
I wonder how Ford determined 92 and 94 F-series pickups are the two years that a re not a problem from the 92-97 trucks. I wonder what was done different. Mine is a 92 and if I get the parts off of a 92 it sounds like Ford has determined that I'll be safe. Yeah right, ... , ******.
