1999 ranger a/c question

1999 ranger a/c question
hi guys. i did a search but only found problems for guys not using max a/c.
i'm looking at buying a 99 3.0 flex fuel standard ranger from a local guy for 2500bux. it has 77tho miles. dings all over it. but it runs fantastic.
ok on to the question. when a/c is selected it works alright. not super great but well enough to keep the cab cool. with max a/c selected, the fan gets louder and the cold air is no more.
so i'm not sure how the switching works, vacuum or electric. so any help would be great. he is smogging the truck then i'm buying it.

Congrats on your first Ford if you buy it, with only 77k this sounds like an ok deal if it`s been maintained.
