91 Tachometer reading off

I have a 91 F350 460ci and its tachometer is reading around 3000rpms and stays there when on and even when I rev up the engine? I am thinking a short or bad ground? No other issues on any other guages and no lights on.

My guess is your tach is like the one in my 99 Expy. I could put the engine at 4K RPM from my ear, but the tach will jump up to around 2K and from there on it crawls around until it reaches 4K. I normally only go to 3K, but it still has to crawl there, so me hearing what it's doing is very important as the tach is only good after about 5-8 seconds or so.

When I turn the key just on the tach reads around 250-500 and when I start the engine it goes straight to around 3000 and hovers there at all rpms the engine is at........until I turn the engine off..........
