clearance light

Ive had a clearance light out for awhile now, tried to fix it that the other day but it just didn't pop off and i was in a hurry so i left it and just haven't gotten back to it. question is since it seems to have a gasket on it, how should i go about removing it?

I had 4 outta 5 burnt....tidied them up the other day...I just gently put hansd-pressure on them and the pop roght off...gettin' the bulbs out and in require small fingers or lots of patience...
