Just got my chip back from Jody and he added drive true and improved the decel tune by making the torque converter hold to 28mph and having it downshift from 4th 3rd.Now the decel feels like its only half on or half the holding power that it used to have and the tone of the exhaust sounds like it's running on 6 or 7 cylinders in all of my tunes.The thing that gets me is it used to sound low and deep now it sounds alot higher in pitch.
If you have the EBV still on sometimes he will make it close to restrict the engine, making it slow down. You would probably have to talk with him about it. This is just my best guess on the high pitch sound your hearing.
I know what sound it makes when it is shut,as i had this tune for a year now but ever since i got my tune back from Jody it is different in sound and when slowing down.
I have the decel tune and it works on my truck. I hear a sheeeeeeee sound when I turn it on, like rushing air throught a small hole. I also have the newest tow tunes that keeps the TQ locked into the lower mpg.

Is it something special he did for you, or just an upgrade to the current decel tune? Also, are you saying you are happy with the new improvements? I'm just curious as I just placed an order thru ITP & included the decel tune in my list.
