Ford sez: 1) You need the axle ratio. 2) The type of transmission and 3) The tire size to calculate the correct speedometer DRIVE & DRIVEN gears.
When I know what those three are, I'll tell you what the correct gear is.
The way you are going about it, will be impossible to calculate.
I bought a kit from cj pony parts it has about 4 gears from 16 tooth to 21 tooth and adjusted it I believe 1 tooth is good for about 3-4 miles per hour my car was off about12-15 mph went from a 16 to 21 and it was right on.

Ford has available and most dealers stock: 16, 17, 18, 19, 20 and 21 tooth nylon driven gears.
The same ones have been used since 1960, the prices range from $2.00 to $3.50 each.
