Sometimes voltage drop at low rpm is caused by a loose or slipping alt. belt. Is the tension the right amount? Turn the belt over, is it real shiney or glazed if so it can lose its grip. you whould be surprised how mach force the alt puts on the belt when the volts go down and the field current goes up. Also check your sparkplugs for fouling. pull your dist. cap and look at the carbon button. Is it worn down? Look from there and out to the termanals for small hairlines or whats called carbon tracking. They can go from termanal to term. or button to termanal. Move the cap slowly to get different reflections. Take a spray bottle with water and in the dark with engine running spray with a very light mist the wires, top of dist., and coil. Do sparks fly? This may not be your problem but should be ckecked anyway.

I would also recommend checking the belt and the tensioner. And yes, the idle air control would be a place to look, and also the throttle body itself. I would take it apart and clean it up. The idle air control is mounted on the throttle body.
