When the engine is cold, turn on key, while wait to start light is on, depress accelerator at least half way down, release, start engine. Should idle around 900 rpm and rattle a little like a PowerStroke. When it releases the idle will drop and the engine will quiet down.

If you want to watch it work, with the engine cold unplug the solenoid, turn the key on and go back under the hood and hold the throttle open and reconnect the solenoid and see if it moves. It should be able to hold the throttle open (it can't open the throttle from a closed position).
