How much fuel pressure do I need?

.

1997 Ranger with a 4 cylinder.

The fuel pressure at idle is 29 -30 psi.

It will jump very briefly to about 35 psi if I rev the engine.

The engine will "miss out" and idle real rough after revving it.

The catalytic converter is cracked and leaks real bad also.

It was at 30 before starting, at idle, and when revved.

Since it is at the bottom limit of acceptable pressure, would it be unlikely that a fuel pump is causing my problems?

I've replaced plugs, wires, coil packs, IAC, and oxygen sensor.

The engine runs nearly perfect after it warms up.

The air intake temp and coolant temp sensors both seem to be working fine, The maf has been cleaned and the voltage tested.

I haven't replaced the fuel filter, but the one on there appears to be new.

I am currently getting a P1446 code. It used to give a P0303 code, but it hasn't shown up for a few thousand miles now.
