when i bought the truck a few weeks ago it did not have a front drive shaft.it does not have a 2wd mode.with the truck off wouldn't the front output on the t-case be able to move freely?with the truck off i jacked the rear up and spun the rear tires and it spins the front output on the t-case.i am wondering if it is stuck in 4wd and that is why someone pulled the drive shaft.i put it in low range today and that worked perfect.
Just taking a guess here, but it sounds as though it's locked in 4WD if the front output shaft will not turn freely. My understanding is the front output shaft does not engage on the A4WD Expy's until rear wheel slippage is detected. I read in another post that there are sensors at each axle and the wheel speed they sense has to match or the system will engage. Perhaps it's not sensing the front axle spinning and the system is trying to engage? Did you try contacting the previous owner/dealership and inquire as to why the front driveshaft was missing?

Meaning in low range it worked perfect because the front wheels had power? (Did you install a front driveshaft?)
Or do you mean it worked perfect, in that you put it in low range, jacked up the rear wheels and spun them and the front output on the transfer case spun?
so does any one know if the front output should be able to turn freely with the truck off?
When off and in A4WD it should spin freely because there is no power to the front clutch. In 4H or 4L it will not turn because both the front and rear outputs of the t-case are mechanically locked together.
i put a drive shaft in today and it is stuck in 4 wheel drive.it bind when turning on pavement in a4wd mode.yes low range works.i here the t-case make a sound going from 4hi to 4 low and from low to hi but i dont here it make a sound going from a4wd to 4hi.i here the solenoids clicking i think under the hood when i do any thing with the ****.any idea's on what to check out next?
I would think that if it were the GEM you wouldn't get switching from 4H to 4L and vice-versa. But considering the GEM is the most expensive (and difficult) part to replace, it wouldn't be the first thing I'd check out or change.
