Is that some kind of "scatter shield" over the top of the hot section on the new turbo?

I think it's a heat shield.

Glad your getting it fixed. Yeh those 6.0s have had some Turbo issues from reading the forums. Thank goodness for warranty. Hope it runs better for you.
