I don't think you would want a "smaller" converter as that would hinder performance and possibly plug the cat faster. Try a universal high flow cat.

I've had the cat off my truck for 7 years now. I lived in WA for 5 years and I currently live in Phoenix. I've driven all over the country including Oregon and everywhere in CA and I've never had a problem with getting a ticket.

i think by smaller converter they are meaning shorter converter that would create less turbulence...probably the same or larger diameter...thus creating a faster flow through

The 5.4 on the SD is one of the worst sounding V-8's I've ever had. My wife's 5.4 in her Expedition is one of the best sounding. The only difference is the cat configuration. Without a cat change or elimination, it's still going to sound like an indy car instead of a V-8.
