Exclamation Blend Door Actuator Operation

I looked through all the threads on blend door actuators for this but could not find anything so please forgive me if I missed one. But my question is this: If you hook the harness to the actuator/motor and turn the heater **** one way or the other with the engine running, shouldn't the spindle rotate also? I just bought a brand new actuator from the dealer and tested it before I went through the hassle of putting it in and it did not rotate. I could feel the motor running each time but the spindle would not move.
Is there something else that could be wrong or can you get a bad one from the dealer? Fuse is good.

Before I take it back I wanted to make sure that I had it right.

Thanks

Jim

If you havent tried running the blend door mech disconnected from the door itself, try it,if it does move, the door mech is stuck. If however it doesent rotate with the **** position, its bad...this is of course youre sure the power is applied...
