I'm not sure of the setup on a 1998 Expy, but vehicles I've owned in the past had a resistor that controlled fan speed. There would be 3 or 4 coiled wires of different resistence. Depending on the fan speed selected would determine on which wire the fan speed was directing the current through. Usually lower fan speeds will break the resistor coils first as they have the highest resistance. Eventually you are left with just the high fan speed which is direct current and no resistance. The good news is the resistor piece is usally pretty cheap and easy to replace....however I don't know about the Expy. You might check the HVAC forum for this issue.
