4x4 not working
i have a 99 250 superduty with esof and i have manual hubs so they obv arent the stock auto/lock ones i have read a couple of posts and have read to turn my key to the "on" position but not turn the truck on and turn the switch to 4 wheel and listen for the motor on the transfer case to turn on. i did that and i can hear the motor it turns on and off about six times only about 2 seconds at a time but when i turn the truck on and drive it wont switch into 4 wheel and in neutral or park it wont go into 4lo either, my dash light works i know this cause when i turn the truck on the light comes on with all the others for a couple seconds, is it possible the motor is just on its way out or do i have a bigger problem like the t-case needs to be rebuilt

It's probably the motor. I THINK the gears can strip, or something else in there like a clutch goes bad and the motor runs but it won't actually shift.
Remove the motor and there's a square drive in there to actually shift the transfer case. You might want to try shifting it manually and make sure the transfer case engages.
