Your talking about the front bumper,right?
To remove, just take off the mounting bolts from the bumper to the frame. You may need to take off the top bumper pad and the lower valence to get access, but I don't think you have to. As for swapping bumpers, the Expeditions usually have fog lights that the F150 XL (basic) don't have.

It is a straight forward bolt on. There are 2 bumper brackets that it bolts to, that in turn bolt to the frame. There are also some bumper braces on each side. I would think it would bolt up to an '99-'02 Expy but do not know for sure.
