I'm not real familiar with the 97 7.3 but i have a 2000 7.3 and it got to where my glow plug light wasn't staying on like it should, and when i was cold out it was starting to get difficult to start. My problem ended up being the glow plug solenoid which was located on the top side of the engine on my 2000 f250. Not sure if it is your problem but just letting you problem i had in past
The wait to start light is independant of the GP's ,,the GP's will energize for up to 90 seconds ,,leave the key on longer before attempting to start..
The best way to tell if they are energized is to watch the volt gauge. It will go down significantly when energized and jump back up when done. You can take an old screwdriver or wrench (it will arc) and hold it across both of the large contacts on the gpr to manually energize them.
The GP's can be ohmed out to verify if they are good. On each head there are two plugs at the valve cover on the top side. Each plug has 5 pins. Pins 1 and 5 are the GP's contact one GP pin with the ohm meter and the middle pin (#3) to the other contact on the meter. They should read around 1.2 if they are good
the gpr is located on the top center of the motor next to the fuel bowl on the passenger side looks kinda like an starter solenoid you would see mounted on the firewall of an 70's car. test it make sure that you have power on both big lugs for 90 seconds after they key is turned on
