Better to just buy aftermarket heads at this point. Lots less **ing around.
Clevland on Windsor requires some water passage work, searching for a manifold I think, maybe some other issues.
That's on top of rebuilding the C heads.
Plus, some Cleveland heads like to crack right through the valve seat. (although if they haven't done that by now, they probably won't)

edelbrock makes a "clevor" kit that includes some aluminum 2bbl heads with 4bbl chambers and an intake for the heads, pretty neat design. forget the old cleveland heads, step up to some AFR's. best head for a SBF IMO.
