Headlight Issue

Headlight Issue
A friend installed a set of HID headlights in his 7.3 F350 DRW and now the headlights are on like DRL however go off at night. Only the headlights are on, no park lights, when the daylight sensor is covered up the headlights switch off. I have checked power at the switch and there is power on 1 leg and ground on another when the key is on and the headlight switch is off.
He does not believe he has DRL, but is this how DRL operates?
I know in my 04 6.0 there are headlight relays for each side but I don't see any in his. Any input is greatly appreciated.
