who does this?

i very interesting question regarding the new f150 was raised at work this past week.

who sets or regulates the towing and weight capabilities of vehicles. is it the manufacturer or the government or some other body.

if the manufacturer sets them then whats to stop them on their claims?

just wondering cause i really dont know.
links would be helpful instead of just opinion.

The mfgs make their own rating however, due to issues with this there is going to be a new SAE rating/measurement for this to help consumers get a fair shake on tow ratings.
