With the electric shift you must shift into 4H first.
To shift from 4H into 4L shift the transmission into Neutral, be totally stopped, then push 4L. Instructions should be on the visor.
Yours is a frequent question and there is lots of information here if you do not get results and a 4L light. If you have not seen it look above at Forums then under it, Search.

First is the VSS working good? It controls speedometer and automatic transmission shift points and lets the module know if you are stopped and in neutral.

Intermittent VSS problems usually mean its gotten some sort of crud from inside the diff all over it. Sometimes removing it, wiping it down really well and replacing it will rectify the problem. If the problem persists consider replacement. It could well be the root of the 4 low issue. If the 4-WD module cannot tell whether the truck is moving or not, it will behave exactly as you described.
