If the butterfly isn't worn out, he might have better luck rebuilding it, re manufactured and new carburetors this old have sat on a shelf for a really long time and tend to have dried out gaskets and seals.

Carburetor Rebuilding: No Big Deal, Really
May want to run a search on the topic 'carburator rebuild' and narrow the field to the 'fuel injection, carburation, or fuel system' forum, members there were helpful with my first 4v rebuild, one point members emphasised was to set up a clean, clean work space.
The triangular shaped Ford carb ID tag was bolted on the airhorn originally. Is it still there? If so...post the ID code from it.
The code will be similar to these examples: C5TF-N or C6TF-D.
AS ORIGINAL: This truck would have had a Ford (Auto-Lite) one barrel carb on it.
There are several versions, but all will work and all used the same carburetor overhaul kit.
The F500 and larger trucks could have either a Ford or Holley one barrel carb.
No Carter carbs were offered on 300 engines till 1969 (1968 for 240's).
There was no such thing as Motorcraft till 1972, but many of these trucks and cars could have a Motorcraft carb on them.
When Ford began Motorcraft in 1972, they transfered all the Auto-Lite part numbers to Motorcraft numbers, so the replacement carbs sold by dealers and autoparts stores could and did have have Motorcraft part numbers.
