There was a thread some time ago IIRC Zach had gotten a set and had a tough time mounting them. The bumpers are a bit different or something. I'll see if I can dig up the thread.
the bumpers are different when they have driving lights, you have to fab a bracket for the bottom mount I believe
I bought a set 5 or 6 maybe 7 years ago and never fabbed the bracket yet
On mine, only 1 hole lined up,so I drilled the others. I had a guy I work with get me the harness that plugs into them. But I didn't know the 99'and 2000 model didn't have the option,so I straight wired them from that point...

so if they did'nt have the option then there are no plugs for a plug and play? I could get a bumper off an 01 or something just curious also thanks Jim for trying to help me find the thread
What's odd is the 99-00 have the holes for the fog lights... you would think the mount points would be there. I'd like fogs too, and I have the benefit of 2 switches that aren't being used right now I could wire them to.
'99 and 2000 had fog light option but the bumpers were different
all the wiring and switch can be bought in a kit
somewhere I saw a dealer install kit that had the lower bracket

So is this is plug and play if I get a bumper and lights off of say an 01 or does it matter?
Though the **** pulls out in the 99 and 2000's just like later years, it does ABOSLUTELY NOTHING, electrically. There is NO switch that makes and breaks a circuit with the push/pull action.
BTDT, had it all apart to no avail.
My 2000's bumper has no lip with holes for mounting the lights, and I'll just add some small extension brackets.
