Which would be better, i dont know much about the windsor motors and the heads...
Which would be a better head for my 351w?
Depends....Coming from a 5.0 background:
GT40s, if had for a decent amount, say less than $500 RTR ((yes)). E7s ported or CNC'd can bring better performance for cash. (.02)
The P heads have slightly smaller valves but actually flow a little better. The downside is the plug angle is more perpendicular to the head and makes fitting headers a custom fabrication job.

Long tubes should work fine...shorty headers cause the problem.

Just click on head type and start comparing...the power heads (e7s) flow real nice. The GT40s and Ps both suffer on the exhaust...where most SBF heads make power...E7s done right are superior to the GT40s. A used set of POWER heads have my vote (new they are spendy)
Yes... but put the same amount of work into some GT40's and you'll be even further ahead. Either way the GT40 is a better head to start with.
Not true, the casting (thin walled) of the GT40 won't permit extensive porting (especially on the exhaust). Even the Al GT40x heads don't flow as well as POWER heads on the exhaust side! Check out the comparison
I ran into the same problem with the early model 351 heads...trying to save a buck, but I couldn't justify spending 700-900 bucks on a set of E7 POWER heads. With that being said I would recommend some home porting to clean up the runners, raise the roof on the exhaust side, fresh valve job, gasket match everything, add some springs and add some 1.7s and your making decent power...under the 400-500 for a set of used GT40 which will need some refreshing as well
But there's the catch, there's no way home porting will get you the same results as a flowbench tested CNC job.. and that's the only way the E7's will outperform GT40's.
