high idle then up down idle when cold

Not sure what is going on but when the truck is cold it will go up to 1000 rpm like normal when it's cold then the rpms drop and go up again then down .It used to just do the normal cold idle but for some reason it goes up and down on it's own. I was wondering if this is the ebpv sensor . any help would be great thanks

My former '99 PSD truck would do exactly that. I cleaned the EBPV tube and it went away. This is what I followed.

sounds kind of like the romps. HOw cold is it? What weight oil are you using?
