Yeah, I think 77 was the last year Ford got away with the weight exemption, and had to add the cats. California vehicles might have had to have them earlier though.

My 78 F250 has a 6200 lb weight limit and does not require cats in Oregon. The sticker on the valve cover showed that it did not come with them. I think California may have required them, but maybe not the other 49 states.
