Question Block heater Ford E 450 2002

Newbe here. I have a Ford E450 year 2002. It was purchased in IOWA and built up as a mobile showroom that I use in my business. The last unit I had had an electric chord that could be plugged in during cold months for easy start. I have let the truck sit for the past 3 weeks without starting it. I did not put in any cold jell fluid and there is only a 1/4 of a tank of gas in it. Naturally this morning I could not start it. I have looked everywhere for the plug and can not find it. I called a Ford dealer and he told me that it was an OPTION. But yet when you look at the Ford site it is automatically installed in a number of states and Iowa is one of them. We are in Tennessee. If it is not in the truck can I purchase a heater.......Not good at mechanics is it easy to install and is there a site to show me how to do it. Thanks so much for taking the time for reading my ramblings

Crawl under the engine on the driver's side and look just above the edge of oil pan and if you have a heater, you will see a connection or an electrical cord ....

Here's a pic of the orange heater cord going to the heater element just above the oil filter. If it is there it will run over the frame and forward toward the bumper.
